4IR has implications across a number of economic, social, and environmental platforms and for the future of industrial development.
The Fourth Industrial Revolution (4IR), according to Professor Klaus Schwab, is different from the previous three revolutions, which were characterized mainly by advances in technologies. It is characterized by the convergence and complementarity of emerging technology domains, including nanotechnology, biotechnology, new materials, and advanced digital production (ADP) technologies. The problem is that decision-makers are too often caught in traditional thinking or too absorbed by immediate concerns to think strategically about the innovations shaping our future.

The government and world leaders need to plan and regulate new capabilities to ensure the security of nations and of their constituents. The best way to prepare as Schwab mentioned is "for the leaders and citizens to shape the future that works for all by putting people first, empowering them and constantly reminding ourselves that all of these new technologies are first and foremost tools made by the people for the people."

The Development Academy of the Philippines (DAP) established the Center for Strategic Futures (CSF) to serve as the futures think tank within the Academy, specializing in integrating futures thinking into policymaking and management by reinforcing its current initiatives on identifying, analyzing and monitoring evolving issues and trends, as well as its implications to sustainable development.

The CSF generates ideas, tools and strategies for engagement, collaboration, training and research to deliver better and more proactive solutions to evolving issues and emerging needs of both the private and public sectors, thereby enhancing the culture and practice of agile thinking, technology and innovation, and anticipatory governance for nation-building.

Center for Strategic Futures

The DAP - Center for Strategic Futures (CSF) is a futures think tank within the Academy, specializing in integrating futures thinking into policymaking and management by reinforcing its current initiatives on identifying, analyzing and monitoring evolving issues and trends, as well as its implications to sustainable development.

Vision and Mission

The CSF envisions an empowered government that is fully capable of anticipating and managing the complexities of an exponentially-evolving world. To this end, the CSF will develop programs and interventions that will accelerate the Philippine Government’s transformation to a strategically-agile entity.

Mandates of the Academy

The Development Academy of the Philippines (DAP) is a government-owned and controlled corporation mandated to:
Generate pioneering, value-adding, synergistic ideas, concepts, principles, techniques, and technologies addressing development problems of local, national, and international significance;
Capacitate individuals and development stakeholder organizations in government, the private sector, civil society, academe, and international organizations to perform their respective roles and mandates in development more efficiently and effectively; and
Promote partnerships and facilitate the integration of policies, plans, programs, and systems towards a holistic perspective, through the conduct of training, education, policy/action-oriented researches, consulting/technical assistance, and publications in good governance and productivity improvement.

The Team

Alan S. Cajes, PhD

Center Head

Alan S. Cajes (AB/MA in Philosophy, PhD in Applied Anthropology) is a Senior Executive Fellow of the DAP - Council of Fellows. He served as Managing Director of the DAP - Center for Sustainable Human Development (2005-2017), and as Dean of the Graduate School (January 2018-May 2019). He designs and implements projects on sustainable development, project management, strategic planning, quality assessment, and risk management. When not working, he conducts independent research in the fields of culture, philosophy and history. He is an associate member of the National Research Council of the Philippines, Society for Asian & Comparative Philosophy, NGS, TIES, Council for Research in Values and Philosophy, etc. He is an assessor of the Philippine Quality Award, and is chairman of the Advocates for Development Management & Sustainability, a not-for-profit firm providing technical assistance to INGOs. He completed the Future Leaders Program of the National University of Singapore Business School. He is Project Lead of the SPARTA project that provides online training opportunities on data science and data analytics. The three-year project is funded by the DOST.

Jennifer Gayle Flores-Ragos

Program Manager

Jen is the Program Manager of the Center for Strategic Futures. She started with the Academy as a technical staff in its Center for Governance, working on projects related to improving public sector productivity where she was first introduced to strategic foresight and innovation methodologies. Now in the Academy’s Center for Strategic Futures, she continues to use these tools towards building a future-aware, future-ready, and future-shaping public sector. Prior to joining the Academy, she worked in the international development sector for a private consulting group. She holds a Master's in International Studies and a BA in European Languages from the University of the Philippines Diliman, and likes to draw from diverse perspectives to understand complex situations and integrate them into workable solutions.

Joana Erasga

Project Manager

Joana is a graduate of Business Administration, majoring in Banking and Finance. She has years of work experience in the Finance and Banking sector before joining the Academy. She has been with the DAP for almost seven years, previously as one of the Project Managers of the Modernizing Government Regulations (MGR) Program of the Productivity and Development Center (PDC). She led the Advocacy and Public Consultation Component of the Program. She has written and spearheaded the development of the book, "A Guide on Stakeholder Consultation," published in 2018 by the MGR Program. She is currently one of the Project Managers in the Smart and Creative Communities Project under the Smart and Creative Communities Lab.

Sam Ferrer

Project Manager

Sam is a graduate of Human Ecology from the University of the Philippines Los Baños. Specializing in Human Settlements Planning and Geographic Information System (GIS), she actively contributes to the formulation of climate- and risk-sensitive development plans for various local government units in the Philippines. As one of the Project Managers of the Smart and Creative Communities Lab, Sam leads the implementation of projects dedicated to the development of smart and creative communities across the Philippines.

Elritz Gallo

Project Manager

Elritz earned his Architect and Environmental Planner licenses in 2018 and 2019, respectively. He has three years of diverse experience in architectural planning and design, and urban and regional planning. His previous work experience in Palafox Associates, an internationally-recognized planning firm, afforded him the crucial skills to work with some of the best professionals in the planning industry, and some local governments nationwide. He developed in himself an enthusiasm and a true passion for smart and sustainable planning and development, and he now works under the Center for Strategic Futures - Smart and Creative Communities Lab.

Jessica Caranay

Associate Project Officer / Creative Designer

Jessica is a Multimedia Artist with seven years of working experience in the creative industry. She holds a Bachelor's Degree in Development Communication, and is currently pursuing her Juris Doctor degree. Before joining the Academy, she was a lead for Information Education and Communication (IEC) in the field of Disaster Risk Reduction, Climate Change Adaptation, and Education in Emergencies in a national government agency.

Megan Perez

Associate Project Officer / Relations Officer

Megan is a public and social sector professional with experience in project development and MEL, relationship-building, fundraising, technical and creative writing, business development, and social entrepreneurship. In recent years, her work focused on increasing education, training, civic engagement, and economic activity in the Disability sector. Currently, she is an Associate Project Officer and Relationship Officer at the Academy's Center for Strategic Futures.

Megan earned her Bachelor's and Minor degrees from Ateneo de Manila University, and recently finished her Fellowship in the University of Connecticut under the Social Entrepreneurship and Economic Development program of the U.S. State Department-funded Young Southeast Asian Leaders Initiative (YSEALI) program.

Monica Blaise Saniel-Estoque

Associate Project Officer

Monica, a Chemistry and Physics Bachelor's graduate, holds a Master's degree in Chemistry from the University of the Philippines Diliman and a Post-Graduate Diploma in Research and Development Management from the UP Open University. Her professional experience includes involvement in several research projects for four years, focusing on environmental chemistry and atmospheric sciences. She was able to publish and present her research in various scientific conferences and journals. She was also a former Program Manager at the DOST - Office of the Undersecretary for Research and Development where she managed over 30 scientific projects led by various academic insitutions, R&D Institutes, and private sectors in the country. Presently, Monica is contributing her expertise to the Center for Strategic Futures - Smart and Creative Communities Lab as an Associate Project Officer.

Nissa Mariel Caderao

Project Manager

Nissa is a young professional with over two years of experience. She served as a technical writer with specialization in economics, culture, and history. She is also experienced in conflict management, sales forecasting, accounting and other core business activities, having served as a business manager for a small enterprise. She is a graduate of the University of the Philippines Mindanao with a Bachelor's degree in Agribusiness Economics. Prior to joining the Academy, she was a junior research associate where she honed her technical skills in econometrics modelling using Stata, data analysis, and policy recommendation.

Carlo Alfonso Sales

Project Assistant

Carlo is a Journalism graduate who has leveraged his writing, content creation and research skills for different sectors, including the online marketing and film industries. Now helping advance public advocacies at the Center for Strategic Futures primarily by the arm of the Data and Artificial Intelligence Lab, Carlo also writes for the official student publication of the San Beda University College of Law where he is currently pursuing his Juris Doctor degree.

Alice Bejer

Project Manager

Alice holds a Bachelor's degree in Sociology, with over seven years of working experience in project management, community development, and local development planning. Alice started her career in the development field by working with a non-government organization in promoting community-based disaster risk reduction and management, and climate change adaptation to communities and local governments in rural and urban areas. Later, she worked with a national government agency to manage programs and projects related to disaster risk reduction, and climate change adaption, primarily for local government units. She currently manages the Foresight and Anticipatory Governance Project of the Center for Strategic Futures, and serves as a project officer of the Academy's learning management system, Linang.

Ray Daniel Peralta

Project Manager

Ray is a Media Editor at the Center for Strategic Futures under the Office of the President. With six years of experience in the Education sector as a Senior High School Teacher, he specializes in creating e-learning materials for the Foresight and Futures Thinking laboratory courses. Additionally, he contributes to various projects, focusing on the production of media assets and documentation of key team activities. He is a DOST Scholar with a degree in Information Technology, and is currently pursuing a post-graduate degree in Development Communication at the University of the Philippines Open University.

Marielle Canlas

Associate Project Officer

Marielle is building upon her academic foundation, having earned a Bachelor's in Legal Studies from Saint Louis University. Before joining the Academy, she spent four years working with the DOST - National Capital Region. Her role involved collaborating with experts and stakeholders, ensuring the successful implementation of projects focused on technology transfer and commercialization.

She received recognition as an Honorable Mention Awardee hosted by the Global Millennial Model United Nations. Outside her professional pursuits, Marielle is invested in leveraging her education and experiences to address societal challenges. Presently, she is completing her Master's in International Studies.

Rose Ann Santiago

Associate Project Officer / Administrative Officer

Rose Ann is a graduate of Psychology, and has been a civil servant since 2015 with years of experience in the field of project management and implementation in the development sector. Her experience prior to joining the Academy are in Disaster Risk Reduction, Capacity Building, Energy and Environmental projects.
